The Rizal monument stands on the center of the old Tuguegarao plaza. The site was formerly occupied by a monument in honor of Fr. Antonio Lobato de Santo Tomás, OP (b. 1724- d. March 11, 1794), the man behind the present town plan of Tuguegarao. It was inaugurated on August 17, 1918 by then Cagayan Governor Honorio Lasam, a contemporary of Dr. Jose Rizal at the Ateneo Municipal. The monument features a column made of tobacco leaves, the produce of Cagayan during the Spanish regime and the statue of four women which represent the four cardinal virtues. The park is owned by the Cagayan Provincial Government.
