It was the former seat of the government of Tuguegarao from the Spanish era until 1960. The currently library, which was the former municipio of Tuguegarao, was rebuilt to its present form in 1909 during the administration of Antonino Soriano. It was converted to a school in 1960. Though mostly renovated through the years, the building still has traces of its prewar past: the wooden staircase, window grills, and the Spanish-era brick fences.
