It was first located in the lot formerly occupied by the Cagayan Provincial Hospital and it is occupied now by Primark Mall beside the Cathedral. It was soon relocated in the Alimannao Hills far from the Tuguegarao poblacion in the 1930s. The capitol was completed in 1939 and the facade was designed by Architect Antonio Toledo. Damaged during the Second World War, it was rebuilt in 1946 using funds from the Philippine Rehabilitation Act of 1946. The project was completed in 1950 under the administration of Governor Jose Carag.
